Traineeships
The aim of extracurricular traineeships is to facilitate the entry of unemployed young people into the labour market or the reintegration of the unemployed. It must be said, however, that extracurricular traineeships are much less common than curricular ones. In Finland, internships are mainly regarded as an internal element of education and training rather than as a tool to combat youth unemployment.
Generally speaking, extra-curricular internships are activated on the basis of specific programmes - such as the Youth Guarantee Programme - which are promoted, managed and organised by the public employment services (the TE-Palvelut or Te-Offices); these are the so-called ALMP (Active Labour Market Policy) internships, i.e. those internships that take place within the framework of active labour market policies. Each programme or measure has its own specific regulations in which the recipients of traineeships, their duration, how they are carried out, etc. are identified.
